History
After the dissolution of the intelligence agency S.H.I.E.L.D. and the subsequent release of all their intelligence to the public, the Department of Defense held a subcomittee hearing to go over matters relating to those affiliated with the organization. At the hearing, Congressman Wenham wanted to have Agent Natasha Romanoff and the Avengers convicted, but Romanoff gave a speech convincing them that they'd need the superheroes, before walking out.[1]
A decade later, after Steve Rogers' retirement as Captain America, the Department of Defense selected John Walker of the United States Army to be the next soldier that took on the mantle. After a series of meetings and congressional hearings, along with Sam Wilson publicly returning Captain America's Shield to the government, the Department of Defense officially unveiled Walker as the new Captain America to the entire world.[2] The Department of Defense tasked the new Captain America, and his partner Battlestar, to aid the GRC fight off the terrorist group known as the Flag Smashers.[3]
After Walker killed an unarmed Flag Smasher on foreign soil in broad daylight, the Department of Defense relieved him of the Captain America title and gave him an Other Than Honorable discharge.[4]Paraphernalia

- Tony Stark jokingly remarked that he would consider accepting the position of Secretary of Defense if he relinquished the "Iron Man" weapon over to the United States government.[5]
- Contessa Valentina Allegra de Fontaine told John Walker that a well-kept state secret was that the Department of Defense/United States government didn't actually have ownership over Captain America's Shield.[4]
