Although I haven't read Civil War, I do know what it involves. In the AVengers:EMH tv series, some episode plots contain a few references to the Civil war storyline, such the superhuman registration act, Captain America betraying Iron Man in the future, and Nick Fury feeling the need to do something about the Avengers busting in on SHIELD operations. Another thing I noticed in the series is that when captain America touched the Cosmic Cube, it saw his deepest wish and changed reality by allowing Bucky to survive the explosion of the Red Skull's rocket, minus one arm. Since Bucky loses one arm, that kind of suggests the possibility that like in the comics, when a reanimated Steven Rogers willingly gives up being Captain America, he will become Commander Steven Rogers and Bucky (now given a new prosthetic/bionic robot arm) will become the new Captain America. If that does truly happen in the storyline of the series, than perhaps Steven Rogers will become captain america again when they start to follow the Fear Itself storyline in which James Buchanan Barnes is killed by Skadi.
