Ill Billy was a foe of Fight Man.
When Fight Man returned to Delta City, Ill Billy was among the villains rallied to fight him by the Hooded Eye. With his powers, he put hero and villain alike into agony, until Agent X told Fight Man to rip off his ears. Thus immune to Billy's powers, Agent X brought a baseball bat down on Billy's head, making him bite off his own tongue.
Billy's powers ended up assisting Agent X and Fight Man, as they disoriented the villains long enough for Sandi Brandenberg to shoot her way out of captivity.[citation needed]Attributes
