"Strucker", now know as The Hood, returned from his apparent death without explanation; he hired the Batroc's Brigade to destroy Captain America. Then, Strucker decided to use a fake Bucky against Captain America to defeat him. After having visited a gym, he found an athlete who could pass for Bucky. He successfully found an amnesiac athlete, who became Strucker's pawn. When Cap appeared to meet his believed to be deceased ally, Strucker captured him and revealed his identity. After having captured Cap, Strucker was attacked by "Bucky", who later freed Cap.
M.O.D.O.K. later explained that the whole "Bucky" plan was organized by himself behind the scenes, and "Bucky" himself was an android. M.O.D.O.K. ordered "Bucky" to kill Captain America, but the implanted memories of Bucky's loyality did not allow the impostor to kill Cap, and it shorted circuits. Baron Strucker was later captured by S.H.I.E.L.D. and kept as a prisoner.
When S.H.I.E.L.D.'s director Nick Fury wanted to talk with Strucker about his apparent death and "resurrection", Strucker activated an autrodestruction system placed inside his body, eventually destroying himself and revealing his origin as a robot.
