History

The World Security Council is an international organization based around ideals of maintaining global security and fostering world peace. They are positioned above S.H.I.E.L.D., and are thus Director Fury’s superiors.

As part of his plan to gather all the DISKs containing various superhero’s and villains so he could steal their powers, Loki assumed the identity of the human Robert Winters, and became a senator within the World Security Council. In this position, he used the Councils’ power over S.H.I.E.L.D. to have Nick Fury imprisoned and S.H.I.E.L.D. put on inactive. Supposedly because they failed to properly respond to the massive supervillain breakout at the Raft, and because the organization had been infiltrated (which, in fact, was true, as one of Loki’s henchmen was S.H.I.E.L.D. scientist Tim Gilliam). Loki also used his position within the council to introduce the superhuman registration act, which forced the Avengers to abandon America and settle in Japan. After Loki was defeated in the battle at his Ice Palace, and Senator Robert thus went missing, the World Security Council undid all of Loki’s decisions.

The council is seen again when the robot Ultron begins his plan to overthrow humanity by hacking the military satellite Blue Javelin. Nick Fury asks the council to give him permission to self-destruct the satellite before Ultron can use it, but the council instead orders S.H.I.E.L.D. to arrest dr. Hank Pym since he was the one who build Ultron. Not wanting to comply with this request since he knows Pym to be innocent, Nick Fury has Black Widow dig up some dirt on the 6 main members of the World Security Council; namely that they apparently received some deposits that they never payed taxes for. Fury chews out the Council for using S.H.I.E.L.D. as a way to protect their own salaries and political standings, and reminds them what S.H.I.E.L.D. is actually for. Although the council states they are not done yet with Fury, they leave the situation for dealing with Pym and Ultron up to him for now.

The council is seen again when Dormammu opens a gate between Earth and the Dark Dimension, and demands the Avengers' souls or else he will turn the Earth into a wasteland. The council orders for the Avengers to be taken into S.H.I.E.L.D. custody so they can negotiate with Dormammu. They also order Maria Hill to arrest Nick Fury in case he refuses. However, both Fury and Hill disagree with the plan and order S.H.I.E.L.D. to let the Avengers go.[1]
