The Dark Beast has been playing with the Legacy Virus as a child would with building blocks. He zeroed in on the strain which Moira MacTaggert contracted and created a version which is totally transmittable to humans. The carriers of this new strain are those people in the tanks. His plan was to unleash them on the population, sit back, and watch the fall of civilization. I am sorry to say it, but... they cannot be released, Alex.
