Synopsis for "Mark of Cain (Part 1)"

Few months since the events at Welfare Pen, lawmakers are concerned of the controversial U.S. extraterritorial prison Genosha Bay for its alleged inhumane treatments of its prisoners, and sought in closing it down for good. At the senate hearings, Republican Senator Robert Kelly defended the prison, stating that it is necessary, in the logic of eugenic, to keep prisoners of extreme cases of sociopath from "infect" their nature on normal prisoners at normal prisons. Regardless, lawmakers are still intend on closing down Genosha Bay, but will not allow its criminals to be imprison on the American mainland. Other news, Professor Charles Xavier, imprisoned for teaching his patients to become better criminals, is released as the people who testified against, including primary witness Eric Magnus, were killed. The "Professor of Crime" admitted to the news that he is innocent and swears in bringing justice on those who killed his friend Magnus.
