History
The Xavier Protocols are a set of doomsday plans created by Charles Xavier to defeat the most powerful mutants if they became a threat to the world. Protocols were stored in an encrypted form in the Xavier Institute and in Moira MacTaggert's Mutant Research Center on the Muir Island. Each Protocol is activated by the presence of a different combination of X-Men. Protocols were first used after Onslaught grew too powerful.[1]
Cerebro also tried to use the Protocols against the X-Men (Colossus, Gambit, Marrow, Nightcrawler, Rogue, Shadowcat, Storm and Wolverine), but was stopped by Charles Xavier.[2]
